Breed-Specific Legislation
Breed-Specific Legislation are laws that restrict and regulate specific breeds, especially "aggressive" breeds of dogs, especially pit bulls. It typically either creates a total ban on ownership, or it places excessive responsibilities on the pet owner such as constant confinement and high insurance coverage on their fluffy buddy.
But should an entire breed be punished because of the actions of a select few -- a minority in fact? The following link connects to Bill 956 which is currently being viewed by the North Carolina General Assembly. This bill would require background checks on owners of "aggresive" dogs like pit bulls, rottweilers, mastiffs, and chows as well as higher insurance rates, mandatory classes, and fines. http://www.ncleg.net/Sessions/2013/Bills/House/PDF/H956v1.pdf |
